The workshop focused on the technical challenges facing practitioners in implementing decisions made by governments to improve access to health services for the poor. Its main objectives were to:
1. Foster inter-country sharing of experiences on health financing policies to improve access to health services for the poor and people without health insurance.
2. Document lessons learned and good practices (focus on the “how?”).
3. Develop technical recommendations to policy makers and technical and financial partners on issues related to the “how?”
4. Initiate a sustainable regional dynamics of knowledge sharing on the issue in hand, with a practitioner-centered network dynamics.
A first plenary session set the stage for the workshop: objectives, agenda and a few major issues to be kept in mind throughout the workshop. In the second session countries presented their experiences. The third session consisted of working groups to (1) identify the main operational lessons learnt from the various country presentations; (2) develop a series of recommendations for policymakers and technical and financial partners; (3) clarify their priorities.
